BTMS Executes Parallel Go Live

On April 3, 2017, the Budget Treasury Management System (BTMS) began executing the Parallel Go Live that will initially run for the next two months. The Budget Execution Parallel is a microcosm of a full-scale BTMS implementation set for full implementation on January 2018. The Parallel run entails entering transactions using the old system (manual, semi-automated, automated) along with the BTMS. The BTMS solution will be the secondary system and all actual disbursements will still be processed using the existing system through MDS checks, ADA and eMDS. 

The Parallel Plan incorporates concepts and components of a full implementation on the functional scale, breadth and user impact that are equivalent to a full-scale implementation for the Department of Budget and Management (DBM) and the Bureau of the Treasury (BTr) as spedning agencies, and the Commission on Audit (COA) functioning as the oversight agency. The purpose of the Parallel run is for users to test the functionality of the BTMS and validate the accuracy of the data generated by the BTMS through a comparison of data generated using the old system.  

Once the transactional data has been migrated (Jan 1 - Mar 31), together with the transactions from April 3rd onwards, then the GOP can perform their reconciliation to validate the completeness and accuracy of the data.

The full Go Live shall start in June 2017 involving all operating units of both DBM and BTr.
