BTMS Project phasing forward

June 2017 for BTMS in the Philippines was packed with project-related activities.

The project opened the month with the much anticipated Go Live of the Budget Execution Phase on June 1st covering all regional offices of the project-implementing agencies,  the Department of Budget and Management (DBM) and the Bureau of the Treasury (BTr) throughout the archipelago. It could be recalled that the parallel run involved only select offices: DBM Central Office and Regional Offices of NCR, IV-A and IV-B; BTr Central Office and Regional Offices of NCR and III.

Several follow-up training courses were conducted by the power users in DBM on June 15 and 17 to augment their pool of functional mentors. Saturday sessions were also called for these power users to catch up with the parallel recording of April and May 2017 transactions.

The budget execution phase provides web-enabled application that automates and integrates government’s financial processes to perform the agencies’ spending functions effectively and efficiently.

The Treasury Management Phase, which handle the oversight functions and processes of BTr, followed with its last prototype build presented to BTr officers on June 6th. The training for the functional Power Users ensued on June 7 - 14, participated in by 30 select BTr personnel. The same participants did the user testing of the receipts, payments, debt, and cash management modules from June 15 to 20. These power users will be leading the upcoming End-Users Training as trainers and during the parallel run as mentors.

The Budget Management Phase has also taken off with its first prototype build presentation to DBM officers on June 8. This phase covers the oversight function of DBM.
