DBM and BTr Regional Officers Undergo Phase II Training

Regional officers and staff of Department of Budget and Management (DBM) and the Bureau of the Treasury underwent weeklong trainings on the Budget Execution functions of the Budget and Treasury Management System (BTMS). A total of 68 regional representatives from the BTr and DBM obtained the hands-on experience of the different modules covered in this phase: Commitment and Obligation Management, Payments Management, Receipts Management, Property, Plant and Equipment, and Accounting and Financial Reporting.  

DBM Region V Accountant February Manuel commented, “It was a great learning experience and I believe that with enough cooperation, time, and effort it will be a good method in the overall determination of our country’s financial position. Also, this [BTMS] is a great means of ensuring proper preparation of budget proposals and proper utilization of the country’s resources.” Training was held at the DBM Multi-purpose Hall on March 6-10, 2017 and on March 13-17, 2017 at the Marble Hall of the BTr. 

The BTMS will launch in five different phases with the design and configuration, testing and training conducted simultaneously, as follows: Phase I: BTMS Portal that will mainly serve as the communication channel of the project; Phase II: Budget Execution that will handle functions of both DBM and BTr as spending agencies; Phase III: Treasury Management that will cater to the oversight functions of BTr; Phase IV: Budget Management for the oversight functions of DBM; and, Phase V: BTMS Integrated Solution where all phases are combined and ready for full implementation by January 2018.
