Government of the Philippines (GOP)

BTMS Project Owner

  • The DBM representative will act as the Project Sponsor - whose overall responsibility will ensure the execution of the BTMS project and champion the adoption of the PFM Reform Program.

 

BTMS Project Steering Committee

  • Provides operational oversight of project execution - whose membership will comprise senior staff from GOP Departments primarily affected by the system. It will be chaired by the Project Owner (or a nominated deputy).
  • Recommends approvals on legal and policy matters referred by PMO
  • Liaises with the Executive Sponsors to ensure that the project proceeds on budget, with desired results and on time.
  • Provide assistance in removing road blocks for smooth implementation of BTMS.

Project Management Office

  • Submits recommendations on legal, policy and strategy matters to SC. Provides day-to-day direction and leadership to the GOP Core Project Team and ensures the GOP resources are assigned as required in order to achieve the overall objectives of the BTMS project such as ensuring that the project is delivered on time, and on budget.
  • Actively works with the JV Project Manager to achieve the overall objectives and execution of the agreed Project Plan.
  • Responsible for the final acceptance of all deliverables. For each deliverable made, the Project Manager will provide to the JV Team either a formal letter of acceptance if the JV Team has met its contractual obligations, or a statement of which obligations have not been met and must be met before acceptance can be granted.
  • Authorizes approvals and sign-offs on all milestone deliverables along with the PMO.

BTMS Core Project Team - Technical Lead and Support Resources

  • Is the designated primary contact for GOP on all technical aspects of the BTMS.
  • Liaises with JV technical project team to understand the technical infrastructure and evaluates the existing environment for the installation of the required hardware and software for the BTMS, at all designated sites.
  • Actively works with the JV Team’s technical team on all technical issues and future requirements for the BTMS, and participates in all technical activities throughout the implementation.
  • Responsible for all aspects of the GOP technical infrastructure and operation, including the sustainability of the system and training of technical staff/administrators.

 

BTMS Core Project Team – Functional Lead and Subject Matter Experts

  • The Functional Lead is the designated primary contact for GOP on all functional aspects of the BTMS.
  • Actively works day-to-day with the JV Team’s functional/business team on all functional issues and future requirements for the BTMS.
  • Responsible for all aspects of the GOP functional requirement satisfaction including the sustainability of the system and training of end-users.
  • Actively participates in all training, in order to become the chief Super User and Trainer.
  • Core team comprised of functional and technical staff from GOP departments primarily affected by the system.
  • Provides information on GOP’s business processes and procedures and serves as knowledge base for GOP organizational requirements.
  • Actively works day-to-day with the JV Team’s project staff on the BTMS project to provide knowledge and expertise, including the testing, acceptance and implementation stages.

 

BTMS Core Project Team – Functional Lead and Subject Matter Experts

  • Champions and oversees the change management, communication, and capacity building efforts of the BTMS
  • Ensures all the necessary change management, communication and capacity building activities are executed according to the submitted Strategy and Plans
  • Works with all other teams and stakeholders concerned to build commitment and support for the project

 

Joint Venture (JV) Team

Resident Project Manager

  • Responsible for the timely execution of the Contract including monitoring progress against the project plan and provision of all the JV Team deliverables.
  • Provides day-to-day direction and leadership to the JV Team including managing tasks in accordance with the project plan and the coordination of project team staff.
  • Provides the direct communication link with the GOP Project Manager and PMO on all project issues, actions, etc., and consults with the GOP Project Manager as required.
  • Manages / monitors overall project scope, budget, schedule and other key project indicators including risk, procurement, integration, quality and change management.
  • Creates and executes project work plans and revise as appropriate to meet changing needs and requirements.
  • Manages day-to-day operational aspects of a project and scope, including meeting the project schedules and WBS tasks and submitting quality deliverables.
  • Works closely with the BTMS PMO providing status updates to senior officials.

 

BTMS Technical Implementation Team

  • Responsible for all items covering Hardware, Systems Software and Network including the supply of all equipment, delivery, installation, set-up, testing, training and other related requirements;

 

BTMS COTS Application Solution Team

  • Responsible for all matters related to the Application Software (COTS) including the As-Is Assessment, To-Be, Design, Requirement Analysis, Processes Reengineering, Fit-Gap Analysis, PFM best practices advisory, configuration, testing, documentation and training activities.
  • Responsible for Software Change Management.

 

BTMS Customization Team

  • Responsible for all customization of application software including the Interfaces and other Custom developed modules.

 

BTMS Quality Assurance / Testing Team

  • Responsible for all matters related to ensuring the highest standards of quality are achieved in the implementation of the BTMS Solution and in the creation of all BTMS related Documentation, Manuals, Testing and other Services.
  • Reports directly to the Project Manager to ensure the entire system (infrastructure and software, documentation, deliverables) and associated deliverables meet quality standards.

 

BTMS Change Management and Capacity Building Team

  • Responsible for all matters related to the delivery of a successful Change Management and Communication Program and the Capacity Building and Training Program.

 

BTMS Operations & Maintenance Team

  • Includes Help Desk and Customer Support Services Program, is responsible for post implementation support, warranty and maintenance.
